I searched the whole internet and couldn't find any explanation. How do you add custom sounds for your skin ? Do I haveto to convert samples to a specific wav settings ? Also how do you make custom taunts ?

Custom sounds can't be added for skin. You have to make a player model fork in order to make a "skin" using custom sounds. In that case I'd recommend you to not distribute that skin throughout the Internet if it's skin for one of default player models coming with VQ3 in order to avoid copyright violation. So the simple answer is NO.

BTW Eraser is right, this question really belongs to LEM. All questions about maps, textures, models and skins should be posted in Level Editing & Modelling forum. So for next, remember that rule...
