I wonder, is it pure coincidence that both Rock Band and Guitar Hero are coming with new iterations of their games or is this a clear example of corporate espionage?

long answer: Harmonix was actually working on a music writing game called Rock Band Sessions but was not satisfied with the prototype results, so they killed it.
That plus the focus on Dance Central and the declining sales of DLC they decided to retire RB. GH died about a year earlier.
When HMX announced RB4, GH was quick to announce GH Live. Focus group sources revealed that they played GHLive three years prior but Activision never released it. Nobody was playing GH anymore (mostly due to the market flooding strategy they used). The version of GHLive showcased today is almost identical to the one showed to focus groups in 2011.
Ergo, Activision had this laying around and when Harmonix' reveal of RB4 was positively received they (Activision) had to get a piece of the hype pie.
Harmonix stated that they percieve GH's return as a positive thing. For them it shows that music gaming is not dead yet.
