Gamespy/Fileplanet blew a fart and decided to stop hosting sites (including Quake3World, we had to get intervention from id Software to secure the domain and cloned to our own server). As a result, a lot of Q3 resources were blatantly killed off and lost unless the artist has their own site for hosting (i.e. Sock/Evillair).
The commonly used license for almost all texture packs allow for electronic distribution with attribution, so it's not usually an issue to upload them somewhere for download.
If you have a large collection of stuff that needs archiving, I have a large amount of storage available. Or you can get in contact with the people running
Worldspawn Archives or
LvL and see if they are willing to host it.
