16ms or less is good IIRC

It depends on the panel itself, esp. with responses 16ms and upwards. There are some 20ms panels which are fine for gaming while some 16ms panels suck. Tom's Hardware Guide has some good articles which explain all this. Reading up on what you want to buy is the best bet, plus getting some user reviews.

Viewsonic have just released some 4ms LCDs :icon28:
