can someone suggest a program to convert a jpg to vector thx

Photoshop/Illustrator --> Live Trace.

I don't know of any other programs.

another vote for inkscape.

flash can also do an okay job.

whatever you use, you'll probably need to do a fair bit of tweaking afterwards to optimise the vector.
