Hey. Is it possible to export ql/q3 player model animations as a vertex(point level) animation to any 3d software?

You can get the models into blender, but as far as the animations, the models were originally set up with Maya, which were floating around a decade ago, but no longer seem to exist.

So while you could get the models, including the .md3s into blender or Maya, with complete animations, you won't be able to adjust the animations in any useful way, since they are per vertex animations, and rigs for them don't appear to exist.
