I doubt that's likely, it's not going to be cost effective to provide for the unlikely event that everyone on a network is going to be calling at the same time. Not that it couldn't handle an significant amount of extra traffic, but definitely not everyone at the same time.
Plus it took me 5 or 6 tries to get through to people I was trying to phone.
