what you're describing is influence by regulation.
if all companies in an entire industry get told that they can only pollute the atmosphere to a certain degree and that they need to have emissions sensors on the car to ensure compliance. That is not dictating business. They aren't telling a manufacturer how to implement the system or what supplier to buy a specific sensor from.
Influence is also exerted industry wide. Imported vehicles still have to comply with stability control and tire pressure monitoring safety regulation if they want to sell them to Americans.
