The (3) Black Wires should have phase tape on them (Red/Blue/white). If they were not taped it's hard to say for sure what is there. Though judging by the number of conductors you could have 240 volt capable wiring there. (1) Black is a circuit, (1) black is another circuit, (1) black is a neutral and the green is the ground. If that is the case you could use the wiring for (2) 120 volt circuits. Try checking your break panel for the same wires and see how they are terminated.

I can't picture exactly what you're planning to do by the description. But it sounds like you want to build the wall around the railing. I'm curious as to how that's going to work with all the other wall studs.

The tub could have been 120/240. The wall outlet could have been wired for 120. However, you have too many wire at the outlet to completely rule out 240 volts. Since the wires are also not identified correctly that only poses more possible problems. That's why I said you should go to the panel and see if you can identify how the wire are terminated.

lick it - 240 will make your tongue tingle. if the outlet is too close to the ground and you don't want to have to kneel down, get one of the kids to do it.
