It doesnt have to have a atmosphere to have decaying orbit.  Its in the vacinity of a mass planetary object, called The Earth.  The moon effects our tides, just think if its reversed when the earths is at a greater mass.  Anything orbiting the moon would be seriously impacted by our gravity and our magnetic field. A orbiting object of the moon would have limited time and need fuel to reposition itself often.
Why waste limited time just to try to satisfy nutjobs who would still find some reason to discredit this proof?
