NSIS would be sweet like cotton candy for doing it, it would also fix all shortcut related probs. with a nicely made script.

There's the possibility for this. I took similar flak over the map archive torrents for a while. In all honesty I'm arrogant enough to ignore it.

I don't know how many people play it online (this only got possible not too long ago, since defrag started as an offline mod), and most of the time the maps are custom maps.
There are some "default" maps you can trick in (DM17 is still popular I think) but most freestyle maps are custom made.
The run maps are definately custom made because they have a start timer and stop timer trigger.
Is ospra3map1 overkill? That's another case for redundant files. I prolly have a few copies of the same map in my baseq3 because a particular server chooses to adhere to a questionable naming scheme. :s

TBH I think they fall a bit under the radar. I've found no google hits for q3xs1 and q3hockey I can't see a download link... Plus I've never come across them on pubs?
