everyone on a bike or even just walking should have a licence to walk/ride the streets..

I believe it was a parked car he hit. You can tell because if it was a moving car the kids on the bikes would of been hit as well. The kids on bikes are just riding near the car the truck (and kids face) hits when it drives by.. If it was an oncoming car the kids on bikes would be dead as well as the kid that had his face smashed in.
