When going homeless, most people try to choose warm areas.
Such areas may have already been strictly restricted by governments.
So one should go to the opposite such as Russia ,Norway, Sweden or Finland.

BTW, Switzerland wouldn't also be bad.
I hunt healthy livestocks at noon and sleep in front of the bank at night.
