depends on what you're counting as costs. while a single instance of exploiting a crack whore might be cheaper than a single instance of exploiting a dumb college student, supply issues (not to mention legal risk costs) would say that it's wiser to build a business on exploiting dumb college students. there really is an endless supply of them.
