I think he means that each post has a link in it to a site that they want to get higher in search engines. Like someone spamming their signature, but maybe with more than one site. Basically, that is all spam made to move some sites up in search engines, not the forum they were linked to on, that (forum) may have already been high in search engines (and they were taking advantage of that. The article writer found the forum site, after all).
