I think the SLS is protected from budget cuts, however, the rest of NASAs budget for other projects aren't and obviously they're at risk of cut backs. Congress gave them more money than the whitehouse requested for 2015 whilst making cutbacks in private sector funding. Congress loves the SLS, it keeps jobs in their districts. Quite ironic that one of the things that causes NASA to have large costs (shipping parts all over the country) is one of the main reasons for keeping them funded.
