Yeah. Regenerating health makes MGS much, much easier than before. I've been replaying missions to try different approaches and it's pretty fun stuff.
I don't consider killing anyone acceptable in a MGS game. I know it's stupid, but I just can't bring myself to play it any other way. The tranq sniper can be used by snake as well. When it says the security team can equip it just means it's an option for their equipment. I just recently unlocked the tranq sniper and it's my favorite weapon so far.

I just re-played Mission 12 last night to finish up D-Walker extraction I missed on the first play through.
