I was scanning the ..:: LvL Q3A - 20 Years mapack and chanced upon Estatica by Cardigan. Asking, is that the one with the falling rain is halted, frozen in time?

Wouldn't be able to link a name to the map myself, but the map you described is indeed part of one of these packs.
It also has the lightning striking the tower from which the top breaks off and everything is indeed frozen in place. Visually a pretty cool map.
