I think someone who works there is a fucking asshole that doesn't get any pussy and saw a kid having a good time and decided to be a fucking prick.
Because they place spot-checks on stores. Agents for the firm come in occasionally and plant some images which according to the rules would need to be reported. If the developer doesn't do so, shit hits the fan.
A bit like how in many porn stores in the UK, a company agent will sometimes come past with a specified amount of cash, and the shop attendant is rated on how much of the shopper's budged he manages to take over the counter.
I know of both of these from a family member and a drunken porn shop adventure, respectively.
