I should have taken his picture instead. I'm toying with the idea of calling the university and asking if he was just some goon in a suit waiting for someone at the power plant or if he was there making sure I didn't set us up the bomb. The way his car was marked with civilian plates and a small department of transportation identification decal on the side makes me think anything is possible. If he was watching me for a reason, I'd try to organize some sort of shoot-in...
