more importantly, the FBI was "keeping watch" if these guys for years, believing them to be turrurists. yet they couldnt prevent this?

Yeah, apparently Russian intelligence (don't know what it's called these days; KGB, FSB?) warned their US counterparts years ago about the older brother radicalising.
Far be it from us to judge the mechanics of counter terrorism, I don't know wtf's involved, but it sure *seems* multiple balls were dropped along the way.

This blows my mind. If they were informed about these guys, and they were already watching them, then why did they need to ask the public to help identify them. Once they had the photos, couldn't they look through their watch list of people in the Boston area and found a match fairly quickly? WTF?

From what I've read about it, the photos were released at least partially to quell the incorrect reporting and amateur sleuthing going on at the time:

Aside from the newspaper "Bag Men", at least one missing student from Brown University was misidentified as the "white hat" suspect.

I was watching this like a hawk thanks to mjrpes and his link to reddit. Lots of conflicting info at the time but how did he end up getting severely injured ?. From what I could gather his capture was 20 mins after any gun fire and not long before he was peppered by flash bangs. I thought the pics showing him getting out the boat was the time of his surrender too ?.
I had also seen a timeline with the FBI saying that whitehat was moving away from the 2nd bag as the 1st explosion went off. Didn't both bombs go off at the same time ?
I can feel the conspiracies closing in already without even talking to them. These pair are going to be freedom fighters
I don't find it surprising that he was flagged then seen as not a threat. It's either a problem with the system they have in place or the guy being too smart but we see this quite a bit particularly in 'social' settings, innit ?.

being 'flagged' clearly means little more than being on a database, like being on a no-fly list (the flag only pops up when you try to fly). it doesn't mean their every move is watched 24/7
