EtEARS has proven that "Decimate" doesn't mean to reduce by a tenth, by providing a definition that says it means to reduce by a tenth.

actually, as your quote from merriam-webster clearly indicates, the etymologically strict use of 'decimate' (i.e. to reduce by 10%) isn't the only sense of this verb; what's more, the looser sense of 'reduce drastically/great destruction' etc is the more usual usage these days
