No, he means that some people get emotional about stuff and this reflects in the way they (would) vote - but when some time has passed and people have collectively calmed down about whatever upset them, their voting behavior is suddenly very different.

IE Wilders would pwnz0r elections if they were held now, according to the polls - but unfortunately for him he's gotta wait a bit before that happens and people will likely have calmed down by then and vote differently. Unless of course he manages to get entangled in another scandal by that time.

Would like to add that i think Fortuyn is a dubious example of this, iirc the man wasn't exactly leading in the polls but he wasn't doing too shabby either before he was offed - and while he did get a lot of sympathy votes after he was killed, it's also worth wondering how many people recognized the fact that his party (an exotic collection of morons and thugs if i ever saw one) would melt away of infighting and sheer stupidity without his leadership and made this a reason to not vote for him.

He meant it as 'change their mind about whom to vote for', not literally declaring votes illegitimate or something... c'mon now, this ain't Zimbabwe.
