It's been shown over and over again that whenever an area gets "democratized" with capitalism the first few months or year of power-vacuum allows a few people to get insanely rich insanely quickly while the rest stay poor. The whole thing takes about 20 - 30 years to begin balancing out but by then the damage has been long done and there's nothing left for the rest.
In other words business as usual.

One flaw in that reasoning: when it was all run by red-faced communists it's not like there was no corruption. I don't think things got more corrupt when the soviet union fell, it just became more apparent due to former USSR states becoming more open towards the (western) world.
