No, I wouldn't say scientific progress has slowed down severely. It moves at whatever pace it moves at. What has changed is our expectations for "near future" ideas, such as flying cars and Buck Rogers robots. It's always been retarded and it'll always be retarded to have your "futuristic" movie set only 30 years in the future yet have insane technologies like flying cars, well-established colonies on other planets and self-aware robots.
