Yes they can. That's how major retailers verify a check or debit transaction is good. However, withdrawing funds without permission is illegal and that's why "Banks" don't do it.

There are lots of banking details there. I guess you're simply too broke or stupid to pay. Maybe you should just leave. It's seems like that would be a lot less complicated way for you to pay off your debt.
