What exactly did you use to get the noise out? I often have pictures that have the same artifacts. Thanks. PSCS2?

That's partially because I didn't take my time making lasso selections around the clouds, and partially because I changed the levels to intentionally remove detail and make it look more like a silhouette.

CS2, yes, but I think earlier versions may have the features I used.

Filter > Noise > Reduce Noise
Filter > Noise > Median

The reduce noise feature I just played with until I got the desired effect. It's not too good about preserving lines, though, so the edges of clouds/telephone poles get lost and distorted. If I had bothered to take my time and make a clipping mask, I probably could have done a much better job. One flaw to the median feature, well both actually, is that it tends to make images look rubbery if you're not careful.
