Even if he's not a crack addict, he most certainly is an alcoholic. Regardless, people in office need to held to a higher standard than a prison bitch, so he needs to step down and stop hijacking an entire city with his moronics.

To be fair it's entirely possible to smoke crack a few times and not become addicted. I wouldn't reccomend anyone test that out for themselves for obvious reasons, but the whole 'try it once and you're hooked' thing is overrated. Sure it's a lot more addictive than snorting a line of high grade Bolivian marching powder, but it's not like shooting heroin either.

In any case, a fat unhealthy swine like that should not be smoking crack for the simple reason it's probably the best way to induce a heart attack.
