it's prolly not far from the truth. From what I understand, these systems are prolly dynamicly generated by some predetermined universal laws /rules , with added controlled randomization.... now depending on the amount of variables they allowed in this 'formula', and the complexity of said calculations, the end result can wildly vary from completely derivative garbage, to something potentially noteworhy. I downloaded Just Cause 2 through Xbox Games with Gold, but it didn't immediately grabbed me and kept a hold on my interest.
A lot of people are really enthusiastic about this game though, so I might give it another go sometime later, but usually that means I'll never play it again...
