Should be moved? Where? That IS level editing. How do I do it?

It is most definitely not level editing. What you are asking about is a server setting. Ask in general discussion or something...
I wish there was still a Beginners forum...

Level Editing and Modeling has to do with creation of new content for games - new levels or new models. Adding a grapple to a server has to do with setting up a server with the right options.
Moving this to Quake III Arena Discussions, they should be able to give you the answers you're looking for.

here's a possible way although i am guessing
start server and in the console type in the console /devmap q3dm1 "or whatever map you want"
or it may work with a quake3 shortcut
quake3.exe +set dedicated 1 +svcheats 1 +devmap q3dm1
then have players bind +button5
example
\bind mouse2 +button5
this leaves cheats on so i think it's a bad idea online
i assume the grapple is still available in quake3 1.32
best way is with a mod that has grapple

Is your MOD easy to use? And also, how do I keep a server from closing when I turn off my computer? Some people have servers that are constantly there.

They have dedicated machines that run quake 3 servers non-stop.
