How do I set the wallpaper?

Can't set the wallpaper on my ToxicBug account which is a "Power User". When I select the wallpaper image, it doesn't get added to the wallpaper list, so nothing happens. Works fine in the Admin account though, but it only applies to the admin account and not ToxicBug account.
