Do I need to purchase another copy to run a dedicated server?

Place it in your autoexec.cfg.
If you don't have an autoexec.cfg, create one in the q4base folder. Create new text file, and rename it from New text file.txt, to autoexec.cfg.
Then add the following line:

seta win_allowmultipleinstances "1"

Let me explain that the dedicated server will be running on a different machine I am playing on.

Since you need the cd for Quake 4 to start. Will this let me start it from a different machine (the one which will be used as a dedicated server)?

Oh, I thought you meant on the same computer. I'd guess you need two different copyes yeah.

i dont think you do actually. when i played q3ta in lan i had one machine as the ded server with the same cdkey as my client computer..
might be worth a check though

Running a ded server does not require you to have an actual legitimate copy of Q4,
You can set up 50 of them from your one purchased cd.
