Yes, it can. Currents as low as 500mA can be fatal, so the voltage is far less of a concern. 48Vdc across a low enough resistance, say a watery bag of meat, can easily produce enough current to kill you.

Oh jesus. What the fuck does that have to do with anything? You said it was power that killed, I refuted your statement. It's current.
And lightning doesn't 'tear you apart', it cause things in your body to explode by instantly boiling fluids in them. Fibrillation will actually cause your heart to tear itself apart. High current jolts will stop your heart dead.
