The occasional spanking is not child abuse. Parents do need to discipline their kids. Different kids have different temperaments, so spanking is good for some and only makes things worse with others. It only becomes child abuse when it is excessive enough to cause physical damage.
I don't know much about Blair, but claiming that he admitted to child abuse based on that article is completely ridiculous.

yes, but how is blair the man to be telling us this? his own 'respect' for law (the international variety) or authority (the UN variety) is non-existent
