Surfing around for QIV tweaks, I have found this tweaker utility.
Works wonders, expecially on systems with slow GPU's but fast CPU's..

Heh yeah, the funny thing is you can never know if these homebrew apps call home or not, well you can, but begginers would probably never know..
Besides the tweaks there seem kinda pointless, the stuff on the left is from the video card control panel properties, which should be adjusted manually, and the other stuff well it would be better to read the upsetchaps tweak guide and get a whole buch more things adjusted.

Someone made a Demoplayer for Q3 a while back and "the program digs into your pc and sends all your passwords, q3key, guid (?) and msn to his FTP for storage".
Some people of the community dug into the .exe file and found out what it really did.
I can't judge if this is the case here, but always take good care when you download and install an .exe file from an unknown source.
Maybe there is someone here who can look into the validity of this program?

...Before spreading false news, make sure of what you're going to claim, please.
Look at the file name in that screenshot, it's not MY file.
I guess I should find a better file hosting site which doesn't try to install toolbars or the like, next time..
But someone scan the file, quake4tweaker.exe, I use AVG Pro and it found nothing
