bots in server

Hello all,i have my server running with 2 bots that appear when no one is playing ie they 1v1 each other,what do i have to change to get 4 bots that auto appear ie 2v2 when no one is playing.

set bot_minplayers 4

Note that the game only kicks a bot for every human player connecting.

Plus,
in ctf mode, unlike others, it will add 4 bots to each team.
