Startup programs

Two questions:
1 - I have this weird problem. Whenever I log onto Windows it opens a Windows Explorer window at C:\Program Files\Common. I have no idea why it does this. I heard the ATI Catalyst drivers cause it, but I have no idea where to look. Anyone familiar with the problem?
2 - I have an application running in the background. It's in the startup menu of All Users. So whenever anyone logs in, it loads the program. However, the program only allows itself to be started once and since I have a multiple user environment in which two users could be logged in at the same time, I get an error message from the program stating the an instance has already been started when I log in as second user. Is there any way of having the program run in the background independant of users. The program may run even if no user is logged on (it's a SETI@Home type of thing), I just want it to run once and not have it attempt to start everytime a user logs in. How can I achieve this?
