Not sure if it's okay with the Q3 userbase. I mean they added it to Quake 4 and QuakeWorlders don't have a problem with it. Would it be considered a cheat if I used one?

Depends on which server you play and in which kind of company. If the server admins are stupid enough to set the server to unpure, you're allowed to use brightskins. If you join a server with PB though, you might be kicked or banned for using brightskins/glowskins.
