Why o Why can't i find my bro!!

i've recently instulled quake III and i'm tryin to have a go at fragin my bro who also plays(the bast game ever) quake III but when we try to find each other we cant 
i look at the listings and i have only got 99 servers listed and hes got over a 1000 ? we have also tryed on team arena find a friend but he still can't find me, i have recently moved to scotland and he lives in england,the signal for mobile phones is very poor i just dont get any, i just dont see how that would affect the internet or would it? we have also specfied the ip address still nothin? i some times get this message at the bottom of the screen that say's "cant find master server" so what going wrong if i can play other people but not my own bro u no .
