Friend of mine is having gaming problems

A friend of mine has a peculiar problem...
Windows under normal conditions will run fine. However, when he runs a game (warcraft or oblivion for example) for about 10mins, the screen will flicker black (for about half a second) and regular invervals ie 3-5 seconds and the game will stutter, when it first starts it progressivly gets worse, with flickering and stuttering quicker and quicker.
I dont know the exact specs of the machine but i know he is running an ATI Radion X850XT on a XP/64 3200 processor 1.5GB of ram, 2 Optical drives etc..
We've monitored the temperature of the graphics card and at peack, its running at 72. Now, ive not owned an ATi card for a while but to me this is alarming me.
The card itself is seated fine, and has the extra power connector attached, but I found something else which is alarming, a generic 250W power supply. Could the lack of power cause the card to overheat, or at least act out symptoms described.
I downloaded and ran ATi tool on his machine and ran the artifact checker, after 10mins it detected no artifcacts but it did start to flicker like in game.
Does anyone have any ideas?
