Possible to release theme of this forum?

I've been reading this forum for the last couple of months, anyways I'm wondering if it's possible for an admin to release this forum's theme/mods. I really like what you did with phpbb theme I see there are all sorts of mods in here like quick reply and the overall forum setup is nice.
I would like to have a similar setup for a clan site I'm going to make soon, any chance of this happening? I'm ofcourse planning to redo all the graphics.

Problem is that it's php based so html won't help me much, I can remod a phpbb forum to look like this but it will take me a long time and I know very little php.
