I have the latest version of Quark but when I try to run or compile a map it says it cant find a dll, BSPC.EXE and another quake exe file. I've searched through quark and quake 3's directories but can't find the files. I've searched google and can't find ANY documentation of how to set up Quark for Quak3. Can anyone be of assistance.

Even if you map with Quark, consider using Q3map2 to compile you maps and do that with a batch file then.

If you haven't mapped before, switch to GTKradiant, learn that instead. Quarks good, but for HL1.

I've been using Quark for a Toruq project and would like to continue using it but am open to a possible change.
I have GtkRadiant installed but it isnt very friendly and I cannot find any basic tutorials on it. Only more intermediate ones. I want to find ones like "How do I move a brush after I have made it?"

Click and hold and drag

I stared with Quark, used it for Q, Q2 and HL, then I _had_ to learn radiant cause Quark was never any good for Q3, radiant was so much better. Then I had to learn hammer because of the same thing, but for HL2... you see where I'm going. So switch, it's really easy...
check the stickies for tutorials...

I see where you are going. I cannot select a brush i have made after i have placed it. I draw out a box and right click, go to make structual and then i cannot select it again.

You do like this, the basics here:
Drag a brush out with the LMB. You don't need to apply structural, it already is a structural brush.
You deselect with pressing esc quick.
Select with shift-LMB
You move the brush with holding down the LMB on the brush and then just moving it around.
You resize the brush with pressing down the LMB and just adjust it outside the edges, you don't need to be near the brush itself as long as it's selected.
Switch angles with ctrl-tab.
After a while, this is like water flowing. You will feel comfortable with using only one view not four like most people do in Quark and Hammer. I'm pretty sure you can setup Radiant to have four views though, if you want that.
BTW, use GTK1.4 or later for Q3, nothing else. Compile with Q3map2, there's a thread where to get it on the first page.
I'm gonna sleep now, I'll write more or fix typos etc in the morning.

you can save out to a map file from quark and then open it in radiant - which is good because while it does a lot of great geometry stuff, texturing in quark (at least for q3) is bloody awful.
for compiling in quark, there's a page on it in the docs. you'll need the compiler/tools (which are installed with radiant) - just go to your options in quark and set up the paths to the compiler. alternatively you can download the compiler here:

BSPC.exe is not part of Q3Map2 though. You should have BSPC.exe installed with GtkRadiant. Or if you are using GtkRadiant 1.5.x, you need to also download and install the Q3 game pack separately.

I can't find the BSPC.exe. After installing Radiant 1.4

If you are using 1.4, search inside your Quake 3 installation directory. Should be there. Otherwise, google will pull up a bunch of other download links.
