Few questions

I'm still a begginer, and I'll post some questions here.
1. How do you make those colored names in Q3A? I saw some players on the other servers and they all had it.
2. I've played a lot of multiplayer games on other servers, and they all have some special stuff, like colored rails, no shooting delay (fast shooting), special amount of ammo and health, and so on. I didn't find such stuff in the console commands lists, so what is it?
I'll post some more in this topic if I'll have more probs.
