when you say configs i gues you mean specs and i suggest maybe changing your settings to fast then customising it to how you want it.
if that low graphics so it goes fast and you have i slighly decrease in your ping so be it but if you want it have blow your mind graphice that is also easy done.

pb_sleep 500
pb_system 1
pb_writeconfig

First make sure you've got the latest drivers for your graphics, sound and motherboard.
This can also be caused by overheating. Check to see if it happens in other games after prolonged periods of running the game (not the menu screen, try loading another game like unreal tournament and leaving a large botmatch going for an hour or two).
If it happens across more than one game, then we can rule out the game's own configuration and start looking at overheating, or possibly another system problem like bad graphics card drivers.

Ok well, it doesnt happen in any other game. My computer specs are:
p4 2.8
ati 9800 pro
512 mb of ram.
My card is a bit older so using the latest drivers would only decrease the performance of my card. I've played alot of other games and my drivers haven't been an issue. Also im sure its not over heating. So i guess that leaves a config problem? Oh and i get 125 steady fps. Also its always when im playing online doesnt matter what mod.

Common misconception. Reason #1 why manufacturers bring out new drivers is to fix bugs and to improve on performance bottlenecks.
