Yeah, start up q3 and bring down the console by pressing the ~ key. Then type this:
/sv_cheats 1
Devmap is developer mode. It is used to check certain aspects of the map that you can't from normal gameplay. To enter devmap type this:
/devmap mapname
where mapname would be the name of the map you want to play in. For example:
/devmap q3dm6

then the /give command u can basically have give and watever u want after it
eg./give all or /give quad damage
