Quake3World

I play on a server that is having a problem with bots populating all the slots. The admin can't fix it (short of turning bots off which he has done). Does anyone know why this happens? The bots begin with two bots then slowly grow to 10. He suspects something in his baseq3 folder but can't find anything.
