Contrast Between Fullscreen & Windowed

Unlike quake3, unrealtournaments can keep the same contrast between fullscreen and windowed.
So why ut can do that?
What about other games?

Or does quake3 has the highest contrast of all?
Is it technically possible to keep the same contrast with fullscreen in windowed?
