Read only attribute is always checked to system....

you mean everytime when you make a new file read only is ticked? or all the system files are read only?

The system read only check mark cannot be removed.

aha so thats what it is. all you have to do is add permissions for you in the security tab.
edit: did it work?

I can get into all files fine. This is just a bug and someone knows how to fix it.

Err.
Try:
Start a registry editor (e.g., regedit.exe).
Navigate to the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer subkey.
Select New, DWORD Value from the Edit menu.
Enter a name of 'UseSystemForSystemFolders' and press Enter.
Double-click the new value, set it to 1, and click OK.
reboot.

No, its not actually read only and isn't a form of protection. Its just something thats always been odd about XP's default display.
