How do i get my q3 dedicated server online?

man this sucks. i have been building a server so me and my friends could play together, but one flaw, i cant get it online.
well it goes online to my LAN so computers connected to my home network can only play. but thats no good. i wanna know how to broadcast it online so my friends can access it. people tell me to go on to portforward.com, but im not paying $30.00 to forward one programme...
I looked at the tutorials but i cant understand all of it, after all, im only 15.
can someone, anyone give me help? Thanks
