Not without expensive QoS hardware (Cisco switches and shit) or an intermediary PC filtering all of your networks access to the net.

Whys?

Pay for a connection for yourself :)

Oh if they're using bittorrent, get them to use the speedscheduler plugin and set the times so it downloads only from like midnight to midday.

That's restored peace to our household lately :)

Unplug their cable when you need the bandwidth clear. The downloads will automatically resume when reconnected.

My ~$50 Linksys had QoS shit in it, where I can set speed and transfer limits, block ips and ports, etc.

You can get external software to limit download speeds overall on a computer. Only problem is you have to install it on each machine and trust the users not to uncap it =\.

But yeah, other than that you'll have to get a bitching router like Foo pointed out. I do remember, however, reading an article on using a spare machine as a server for the network which can limit bandiwdth to users, it was running a Linux distro of some kind. I may be wrong but i'll try and dig it up.

devil-linux is a dedicated firewall/router distro with support for QoS packet scheduling. Small and even runs on a 386.
